XPack Watches: "Ignore Condition (Condition is always true)" label is missing in "Simulate" tab

Describe the bug:
On Kibana Watcher UI, when I edit a watcher and go to "Simulate" tab, a "Ignore Condition (Condition is always true)" label is missing is "Condition Overrides"

Steps to reproduce:

1. Go to Management, then Watches
2. Add a new advanced watch
3. Click on "Simulate" tab, then "Condition Overrides" section
4. You can see a checkbox alone, without its associated label

Expected behavior:
"Ignore Condition (Condition is always true)" label is displayed
