[ML] FileViz - New ML job link available for machine_learning_user

Steps to reproduce

• Login as a machine_learning_user with the following additional permissions:
  • Role: kibana_user
  • Cluster: monitor
  • Cluster: manage_ingest_pipelines
  • Index: * Privileges: all
• Use the File Visualizer to upload a file into an index

Expected result

• After the ingestion is done, the option Create new ML job is not available, because the user has no permissions to create jobs (similar to [ML] Removing new ML job link in basic license #24676)

Actual result

• The option Create new ML job is available.
• A click on that button leads the user to the job list without any displayed error. The permission error is only logged in the browser console.
