[K7 Navigation] Search and filter on applications and saved objects #25737

In order to make the new navigation (#25736) successful, we should be able to search and filter on saved objects and applications within Kibana for navigation. This is a prerequisite for #25738

cc: @rayafratkina @jinmu03 @snide given our discussion around global search yesterday. I'll defer to the design team on how best to implement this functionality UX-wise, but we can use this as the meta issue if we'd like.

From a design perspective, adding a 'Search' link above 'Recent links' would probably be best (and easiest to implement). It would operate just like 'Recent links' - clicking 'Search' would open the secondary panel which would contain a search input box at top with search results below it.
