[Index Management] Add callout for affected data streams in single edit data retention modal

In #203083, we added an error callout in the bulk edit data retention modal that displays which data streams have been affected. We should also add this callout in the single data stream edit data retention modal, which is displayed from the details panel (through the "Manage data stream" button"). The copy might need to be updated so that it works for the use case when just one data stream's data retention is being edited.
