Kibana version:
8.16+

Describe the bug:
Column re-ordering does not work as expected in multiple ways, sometimes seems to not work at all, when using the columns popover for instance, other times works in a limited way, when using the header action for a column for example.

Steps to reproduce:

  1. Navigate to the security alerts page.
  2. Attempt to re-order columns using the header action or the columns popover.

Expected behavior:
Both methods not only work as expected, but store the state in local storage, so that column configurations are persisted.

Additional Context:
Think this may have been introduced in elastic/eui#8015 as this issue is only present on branches using eui versions +97.x, and not in versions of the 95 branch as in kibana 8.15.x.
