Filters set using "Add a filter+" do not respect filters:pinnedByDefault when set to true. #20182

Kibana version: 6.2 and 6.3, perhaps earlier versions as well.

Elasticsearch version:

Server OS version:

Browser version: Chrome or Firefox

Browser OS version: Mac

Original install method (e.g. download page, yum, from source, etc.):

Describe the bug: Adding a filter using Add a filter+ does not is not pinned when the Kibana advanced setting filters:pinnedByDefault is set to true.

Steps to reproduce:

  1. Set Kibana advanced setting filters:pinnedByDefault to true.

  1. Add a filter to the dashboard using Add a filter+

Expected behavior: The filters should be pinned.
