We have to register a deprecation notice to UA that the global SO HTTP APIs will be removed and to use the domain-specific public APIs) instead.

To be handled under surfacing deprecated routes in UA.

The APIs remain deprecated until we have enough coverage for alternative ones, at which point we'll draft a new proposal to remove them.

It's still worth surfacing the deprecation to emphasize that they have been deprecated and need to migrate to domain-specific APIs as soon as feasible.

The deprecation will be a warning

#197936 shows the SO HTTP APIs as deprecated in the UA.
