[Infra] Provide troubleshooting information on the Host Details page

Summary

To help users understand what they can do in case they navigate to the asset details page with a host missing system integration data, we need to:

1. Show the same (?) icon and popover as per #190418 next to the host name at the top of the host view
2. Update the text in the host view 'Services' panel to either show:
   i.
   ii. For hosts with system integration detected : Keep existing copy but add troubleshooting (external link)
   iii. For hosts only detected by APM, the copy will change to "No services found on this host. Troubleshooting (external link)".

Implementation hints

The metadata endpoint could be extended to return a new field that will receive the value from system.module, or metricset.module as fallback (backward compatibility with metricbeat 7.x). For hosts, in case this new field value is null or not system we can assume that there is some problem with the data onboarded.

• If asset details loads for an APM host, we should show the ? icon next to the host name
• Upon clicking on the icon, a popover will open following the design specified on #190418
