[TableListViewTable] support preview popovers

Describe the feature:
It would be cool to support previews in the table list like we see in google docs

The consumer could register a callback (e.g. getPreviewComponent(content)) to the list that is called when a preview is displayed.

Note: low urgency since #162085 is not yet planned. Just documenting the dependency.

Let's keep the conversation going around that one. We could solve this in multiple ways: instead of a pop over preview we could for example allowing both a "list view" (the current table list view) and a grid view... (similar to what Google docs/spreadsheets) which would probably be a different component altogether.
