[Lens] Conditionally style series / data points for visualizations

Users would like to conditionally style a series in the Time Series Visual Builder based on a threshold. If the threshold condition it met, we should only color the data points / lines that met the threshold, not the entire series.

We don't plan to add this for TSVB but it makes sense for Lens, connected to this #95556

This is definitely of high value to us as well, really looking forward to this. Looks like the scenario that @stratoula called out in #162863 (comment) is the same as for us (emphasis mine):

On the mpv phase (most possible target will be 8.11) we are going to provide the ability to give specific color for specific terms. For example I want the string "Greece" to be blue.

Closing this because it's not planned to be resolved in the foreseeable future. It will be tracked in our Icebox and will be re-opened if our priorities change. Feel free to re-open if you think it should be melted sooner.
