[Synthetics] Overview - filters persist after editing monitor, but do not appear to be selected

Kibana version: 8.7.0

Description of the problem including expected versus actual behavior:

After applying overview filters, if you choose to edit a monitor from the overview page and navigate back to the overview page after editing, the filters on the overview page are still applied, but the filters aren't marked as selected.

Here I have a filter for my private location. I edit the monitor that appears in Overview and then navigate back to the Overview page. When I get back to the Overview page, the page is still filtered for that private location, but the location filter does not appear selected.

Steps to reproduce:

1. On the overview page, add a location filter (I'm pretty sure this works with any filter, however)
2. Edit one of the monitor
3. Navigate back to the overview page. Observe that your filter is still applied, but the filters do not appear selected.
