[Actionable Observability] Scale Alert Summary Widget charts

📝 Summary

In the Alert Summary Widget component, we need to use the same scaling for active and recovered alerts to be able to compare those 2 charts. At the moment, each chart shows has a scale based on the related data independent of the other chart.

In the following chart, the max active alert is 15, and the max recovered alert is 5 but the difference is not easily noticeable	Active chart: 13, Recovered chart: 1
