Screenshot panel

The screenshot panel shows the screenshot generated on each step. If the step failed, use a EuiButtonGroup toggle to show what the expected screenshot should have been (taken from the last successful test run). If there is no previous screenshot on record, or if the step was successful, don’t show the button group. Hovering on the screenshot should reveal a larger screenshot in a EuiPopover. Use a max-height for the image so that the panel doesn’t grow taller than the panels next to it.
