[Maps] Support for downsampled data

Describe the feature:
Warn about unsafe aggs on rollup and handle rollup shard failures gracefully
add more requirements here as they are identified

Describe a specific use case for the feature:
When I am using data on maps that has downsampled data
And I adjust from non-downsampled to either hybrid or fully downsampled time ranges
I need graceful handling of this in maps (and some error handling in Elasticsearch)
So I can get the right information as a user without seeing this situation like I would other shard errors

To add some clarification on what exactly the ask is here.

When downsampled data in data-view, unsupported aggregations should be hidden from the agg-selector drop-down (in the layer's source-settings).

This would affect the layers with agg-based metrics. E.g. cluster layers and choropleth layers.

Lens had a similar issue here
