[Lens] Inconsistency in time formats

Kibana version: 8.3

Description of the problem including expected versus actual behavior:
In the top time range and chart tooltips it's 24-hour format but in the flyout's time picker it's 12-hour format.

Steps to reproduce:

1. Start creating a vis and drop timefield
2. Try to add an Annotation to a specific date
3. Notice 12-hour format in the time picker that's making it somewhat harder to pick time <= expected in 24-hour format too
