Similar to #131417

For index pattern and data views which are including time_series indices, the date histogram aggregation should automatically switch the timezone parameter to the one the data is rolled up by if the field caps information indicates that the field used for the rollup is the main timefield and there is rolled up data in the current data view. In this scenario, the interval should always be a fixed interval, not a calendar interval, even for cases where a calendar interval would be possible.

This depends on the pending discussion of how exactly rollup meta information will be exposed on the field caps API.
