EuiTimeline is a new EUI component that creates a vertical thread and can be used to display phases in the edit policy form. We should be able to delete our custom scss code in here and use this new component to get the same visuals. Also EuiComment component will be updated in the future that will prevent us from using it (username prop will only accept string and we currently use it for the switch to enable/disable phases).

@yuliacech once this PR is merged #130593 we can start the conversion to start using the new EuiTimeline component.
