Rule run history and alerts tabs are not displayed when the rule is disabled #129121

The alerts list is hidden because we previously relied on the rule state to list the alerts (state is emptied on disabling). Now that alerts are calculated from the event log and have a run history, it would be nice to display these tabs when the rule is disabled so users can do investigations into their rule while it is disabled.

I am wondering if we should just delete this beautiful panel, do we need to worry about the graph of the last execution?
