[User Experience] Filters missing from UX app

Kibana version: 8.2.0

Elasticsearch version: 8.2.0

Original install method (e.g. download page, yum, from source, etc.): Source, connected via oblt-cli

Description of the problem including expected versus actual behavior:
Filters are missing in UX. The UX app should have a URL filter bar, as well as filters for location, device, OS, and browser.

This is NOT occurring in 8.1.

Steps to reproduce:

1. Navigate to UX on 8.2.0 stack
2. Observe missing filters

weird, they were working on when we created new plugin. we badly need e2e test for this

Tested locally using oblt-cli with 8.2 Kibana branch.

Filters appear in UX app, and also smoke testing of the filter behavior was successful.
