[Meta] Add CCS Functionality to Functional Tests #126392

This issue is serving as a meta issue to track the work being done to migrate certain functional tests to utilize CCS and access data in a remote cluster. Some of these test suites will not be applicable but we will track that work here. This work was started with #124586 and will include a mixture of functional tests along with API Integration tests. At the moment we will not be adding any CCS tests to apps that require an integration.

Those that have been crossed out have been assessed to not be able to support CCS so they wont require a test case.
