[Security Solution] Pagination shown when there is nothing to paginate

Describe the bug:
When there are less than 20 results (the default?) on the page we're showing pagination.

Kibana/Elasticsearch Stack version:
v 7.16.1

Original install method (e.g. download page, yum, from source, etc.):
Eden

Functional Area (e.g. Endpoint management, timelines, resolver, etc.):
Detect > Exceptions

Current behavior:
When there are less than 20 results (the default?) on the page we're showing pagination.

Expected behavior:
Pagination should only be displayed when there are more results on the page than the default minimum, in this case 20.
