Integration tests screenshot on failure #11371

Integration tests don't appear to be taking screenshots on test failures anymore. It would be useful to add this back in for debugging failures.

@spalger or @archanid - do you guys have an idea of the level of effort involved in bringing this back? I'm struggling with debugging some test failures and could really use it.

@stacey-gammon I have a branch that's getting this fixed. It's not totally trivial, but should be good to go soon.
