[Maps] Use elasticsearch _mvt implementation

Describe the feature:

Use the elasticsearch _mvt implementation to read mvt vector tiles, instead of the current Kibana Maps implementation.

Need to determine if this fits into the 7.x line, or if 8.x is a better fit, given the potential for breaking changes.
