Describe the feature:

If you're looking at your Snapshots in the Snapshots UI and wondering why you have SLM policies configured correctly, repositories without issues but you're not seeing any regular snapshots, it'd be nice to clearly see if SLM is currently stopped from the UI.

Describe a specific use case for the feature:

Provide some clear information to show if SLM service is currently stopped, maybe with an info mouseover that tells you how to check/start it again.
