Fix issue with long left nav title (#168120)

## Summary

Closes #167586 

This PR applies global changes to how side nav titles that are unusually
lengthy are handled.

#### Nav title with appropriately regular length

This approach makes it so that the fix provided for the issue above also
applies to any occurrence of the same issue else where within the
product, this fix is also backported to 8.11.0
