@elastic/fleet, I think this relates to elastic/kibana#183496 so possibly the fix was incomplete? The Okta integration shipped an update to apply subobjects: false (#9868), and the upgrade process for this user is failing.

@buzzdeee Thanks for the report. It looks like we know the source of the problem now, the underlying bug is being tracked in elastic/kibana#193044. That issue also lists a workaround.
