The fleet-server will blindly serve all actions from the .fleet-actions index.
We should filter out certain actions - specifically the POLICY_CHANGE actions as they are generated by fleet-server when an agent checks in.
Allowing them to be sourced from the .fleet-actions index makes it possible to have an agent that is not running the correct policy.
