Write a script to ingest public EUI docs pages and run a11y checks

Description

We're splitting the Cypress component testing from scanning full docs pages. Docs pages should be scanned on a regular cadence as part of good stewardship of EUI. Going to use the linked document as a starting point for consuming the sitemap.xml and running our custom cy.checkAxe() command.
