Condensed EuiTabs need better focus states

Regular tabs have a full shaded background color for focused tabs:

However, the condensed version doesn't have any background and relies solely on text underline.

This can get really confused with the selected state which uses a bottom border almost simulating a text underline. Also, the focus selected tab looks a bit odd with two underlines.
