[EuiDatePicker] Add arrows for quickly changing year

Currently EuiDatePicker has arrows to move back and forth for month selection but for year every time we dont have the arrows.we have to select an year then we get 10 years after and before of the selected year but not all the years accessible through arrow.

Could you please enable arrow for years as well to move back and forth of years?
