[EuiSuperDatePicker] requires two clicks into inputs within EuiPopovers after clicking non-input components within the TabPanel

Relates to #2403, which appears to be partly fixed. TransitionEnd fires properly once the panel opens. Appears to be a separate related issue when clicking anywhere (that is not an input) in the EuiPopover tabpanel that causes the euitabs to want to focus again once clicking inside an input. This looks to me to be solely with clicks. Losing input focus by tabbing around the popover does not cause this. However, clicking away from an input and then pressing tab causes the focus to go back to the tabs. Maybe that's where this issue stems from?
