EuiPopover jumps when its content changes size

Ignore the UI in this example! It's just a demonstration of the problem, not a good use case of a big table inside of a popover. 😄

After discussion with @chandlerprall we agreed that it makes sense to prevent repositioning when the content size changes, but to allow repositioning when the window dimensions changes.
