Today synthetic suites are scanned once at startup. We should ensure that they can be changed in agent and hot reloaded if the underlying files change. Might be easier to do if elastic/uptime#271 is the main way of configuring it, since only a git change would trigger a reload.

This is in-effect solved with the move to zip_url as the preferred method to run suites.
