Describe the enhancement:

The ask is for the normalised cpu usage metric to be shipped by default.

system.cpu.user.pct is collected by Metricbeat by default but system.cpu.user.norm.pct isn't.

Describe a specific use case for the enhancement or feature:

The normalised percentage takes into account the number of cores to get to a normalised value that will allow you to compare hosts with different core counts.
