Is your feature request related to a problem? Please describe.

We recently updated the Elastic exporter for OpenTelemetry Collector with support for scalar metrics. Due to limitations in the stack and APM Server (elastic/apm-server#3195), we do not currently support histogram metrics. They will be silently dropped by the exporter.

Describe the solution you'd like

Histograms should be exported to Elastic APM/Elasticsearch with full fidelity. This will require elastic/apm-server#3195.

Describe alternatives you've considered

We could report summary metrics. Namely: sum and count (enabling averages) and perhaps min and max.
