Automate update of integration package ECS reference #6362

We should ensure the ECS reference in the integration package is kept up to date with the ECS version used in libbeat and apm-server code. See #6359 (comment) for some ideas of how.

This was addressed in #9208, where we use a specific ECS git ref, and pull ecs.version from the version file in the github repo.
