elastic/elasticsearch#32515 added a built-in apm_system user
elastic/beats#7850 allowed a beat to override monitoring-related fields

Tasks

  • use the apm_system user for self-monitoring by default
  • update apm-server.yml with xpack monitoring settings
  • document xpack enablement, user and password override settings
  • add configuring howto section
