Affected Services [REQUIRED]

The issue is located in security-secretstore-setup

Is this a regression?

Yes, the previous version in which this bug was not present was: v4.0

Description and Minimal Reproduction [REQUIRED]

Core Command doesn't need the database permission

command:
Service: core-command
Username: core_command

App Services should use the known secret mechanism to create the schema and users

rulesengine:
Service: app-rules-engine
Username: app_rules_engine
