This might be a local thing, as it worked when I pinged it from the library.
Any clue as how to triage this issue?

Ok, this is what it looks like on my end:

$ ping open-vsx.org

Are you behind a proxy or firewall?

Nope, simply connecting directly from my home router.
I tested it on another system with the same results which would mean a problem with my ISP/router.
I'll try a router factory reset and report back.

This may be a stretch but does Openvsx have a IPv6 address I can try to connect to?

Nope, same ip, same timeout, unfortunately.

Well this is rather strange. I thought it was only Open-VSX but I'd seem eclipse.org times out all the same.

Ok, that's not it either then. Maybe call your ISP and ask why you can't reach Eclipse servers/domains?
I'm closing this issue, because it's not directly related to openvsx.
