With pack200 support in the JDK being removed, it's basically useless to generate .gz artifacts now, and projects are advised to stop producing them: https://www.eclipse.org/lists/cross-project-issues-dev/msg18273.html

I think we can likely just remove tycho-pack200{a,b}-plugin surrounding the eclipse-jarsigner-plugin in pluginManagement and under eclipse-sign profile.
