Process Supplier - System Options #684

Due to the history of ChemClipse, some options need to be set on system level. This covers especially file format import/export settings and general system settings. At the moment, the two following filter are implemented as a chromatogram filter, so that these options can be used in a process method:

Ion Round Method
Retention Index QC

As these filters modify system settings, it would be better to place them in a separate system menu.
