Extend policy store api by name attribute

so that ... . I can differ between policies by their name.

• Trace-X want to show policies in a table and also show a proper name.

Acceptance Criteria

• attribute "name" has been added to the policy store for all apis (CreateReadUpdate)
• the new attribute "name" is filterable and sortable
• the new attribute "name" returns an autocomplete option, as the other fields do.
