Bug Description:

Theia no longer supports node 14:
eclipse-theia/theia#12169

I noticed that we still seem to use node 14 on the Windows agent, in our Jenkins pipeline. I am not sure how to change this - do we pick-up whatever happens to be installed? I am not sure.
