Is your enhancement related to a problem? Please describe

The feature that allow to restart a workspace from the local devfile is supported in VS Code but not IntelliJ.

Describe the solution you'd like

Support reloading a workspace from a local devfile from IntelliJ menu.

Issues go stale after 180 days of inactivity. lifecycle/stale issues rot after an additional 7 days of inactivity and eventually close.
