Is your enhancement related to a problem? Please describe.

We already have an error page when Che deployment with self-signed cert and Dashboard failed to load keycloak script since keycloak host is not trusted.
But on there is no keycloak on SingleUser Che, so users don't see hint how to solve issues with registries/workspace servers.
It's what we have now: user does not see plugins or devfiles and an error message is "Failed to load plugins":

Instead, we could show an error in dashboard header with issue and possible solution:
