After #15983 is fixed, we need to watch plugin broker logs as well.

Describe the solution you'd like

When devfile attribute debug: true is set, watch the logs of the plugin broker pod and send them to the dashboard via json-rpc channel.

Issues go stale after 180 days of inactivity. lifecycle/stale issues rot after an additional 7 days of inactivity and eventually close.

Mark the issue as fresh with /remove-lifecycle stale in a new comment.
