PrepareProvider don't prepare proposal and ballot correctly for now
The operation object returned is missing source, but it's a require parameter in tezos openAPI definition

Will be nice to write an integration test to prepare every supported operations and pass it to prepare.toPreapply then rpc.preapplyOperations to verify each prepared operations is returning an object that'll be accepted by the chain
