Support new types and instructions related to operations-on-timelock in the local-forging package

The Hangzhou protocol contains the new Michelson types: chest, chest_key,
and the new instruction: OPEN_CHEST

Acceptance criteria:

• Add support in the local-forging for these new types and instructions in the opMapping constant by providing their corresponding byte representation: https://github.com/ecadlabs/taquito/blob/master/packages/taquito-local-forging/src/constants.ts#L41
• Add test cases of operations containing these new types and instructions: https://github.com/ecadlabs/taquito/blob/master/packages/taquito-local-forging/test/allTestsCases.ts
