Control strategy for multiple OLTC-coupled transformer

I would like to enquire on the strategy used in the operation of multiple transformers coupled with tap changers in pandapower. How do you know which one of the transformer takes tap changing actions first. It is based on which one of the transformers secondary bus is most critical and in need of bus voltage adjustment or based on level of transformers priority or some random choice or all OLTC-coupled transformers act together at the same simulation run.
I would appreciate your response on this.
