Guidelines for shortcodes names?

Are there any guidelines for naming shortcodes inside a plugin?

For instance, imagine plugin A has shortcode named SC_MYNAME, and someone creates a plugin B that has the same shortcode name.
What can we do to prevent this problem?
And yes, there's a problem if that happens. Right now it happens in the core plugins, for instance, the news plugin and the forum plugin have the same shortcode name: ADMINOPTIONS
And if for some reason the theme needs to make changes on that shortcode, it's a real mess!
Because theme shortcodes are GLOBAL for the whole theme, now imagine what happens when the shortcode is rendered in different plugins with that theme....

There should no be duplicated shortcodes between plugins, as far i see it.....
Can't this be changed?
Perhaps even forgeting legacy shortcodes?
